Any road up, I sat down and tried to put on paper this notion of progression I have got in my head. Will send you some pictures in a minute. meanwhile here are some further thoughts not in any order or relevance.

Ray, Fifi etc are not real people. So Ray is only Ray when he doesn't want to use a computer. I met one at the weekend, a retired dentist who now frames pictures. A lovely, cultured and educated man but has to get his son to do his on line accounts for him now that the bank won't let him have a paper copy of his statement. So they do exist.
If Ray starts using a computer and can access our website he is no longer Ray, he is Fred-Fifi.
I estimate with O level maths that there are about 12,000 Rays. That number will diminish because they are all old. So we could decide not to spend too much time on them and let the problem go away over time. However in my experience at the coal face, they are the biggest blockers to climate change action, so if you exclude them you are less likely to change the way they think and we need climate action now.
By this logic only three elements of the Great Collaboration are available to Ray unless through the clerk. Even his introductory email, although we re assuming that either he or Mrs Ray can do email (but we can't write to him diect because we don't have his address.) so Ray is unlikely to come across the Great Collaboration except via the Clerk.
There only bits of the comms plan which are relevant to Ray arrive either in hard copy or by email (through the Clerk). We already know that clerks come in different flavours and some just won't pick up on all of this. Hence the scheme to give Ray (via the clerk) one pagers on demand without having to access the website.
The dev is populated with extraordinary minds but you are not ordinary humans. I think if you drew the Venn diagram with all 10000 Cllrs in one circle and people with you guys' expertise and wisdom, the overlap might be quite small. (so who are you designing it for...)
Carbon measurement and carbon reduction. Number one priority? Front page? Poster?
Correlations - dont know if possible. How many Cllrs are super IT smart? Does that affect how effective their Councils are? Is there are correlation can do IT = active with climate change. How many rural Councils have IT smart people on them. What is age span of rural vs urban Cllrs and is it true that old = not very climate actiony. Do about half of Councils have populations less than 3000. (AVerage, but not median) Is that indicative that about half population covered by town and parish councils are rural.
