The Greenhouse Gas Accounting Tool has been developed by Local Partnerships in collaboration with the Local Government Association (LGA) to provide councils with a straightforward and consistent approach for calculating their carbon baseline and annual emissions reporting.

Latest Emissions Conversion Factors
The tool now incorporates the most recent emissions conversion factors published by the Department for Energy Security and Net Zero (DESNZ), ensuring your calculations reflect the most current methodologies.
About the Tool
While local authority emissions reporting is currently voluntary (in England), consistent and accurate calculation of an annual carbon baseline is essential for effective organisational carbon management. This tool enables councils to establish a robust foundation for their Net Zero strategies.

The tool produces detailed summary tables and charts that help local authorities identify their most significant sources of emissions, enabling them to prioritise the most impactful actions for carbon reduction.
Enhanced Reporting
Contract Level Scope 3 Reporting functionality is available, providing more detailed insights into indirect emissions from your supply chain and contracted services.
How to Access
To access the tool and receive notifications about future updates, you will need to provide:

Benchmarking Initiative
Through LGA collaboration, sector benchmarking is enhanced via LG Inform by collecting data from councils using the tool. This platform enables councils to learn from one another and identify best practices in reducing carbon emissions. To submit data for FY 2024-2025 or previous years, please email ghgaccounting@localpartnerships.gov.uk
