#### Meeting Summary:

Aug 26, 2026 11:52 AM LondonID: 834 5460 8536

### Quick recap

The meeting featured a presentation by Zoey, the Climate and Comms Officer for Exmouth Town Council, who detailed the council's climate action initiatives since declaring a climate emergency in 2019. She outlined successful projects such as the Exmouth Cup reusable scheme, plant-based food initiatives, clothes swaps, and the acquisition of a solar-powered tuk-tuk for community outreach. Zoey also discussed challenges, particularly in the areas of waste recycling and energy retrofitting, where engagement has been difficult. The discussion included questions and suggestions from attendees like Graham, David, Sean, and Frank, who shared their own experiences and offered advice on topics like engaging with MPs, community outreach strategies, and retrofitting barriers. The session highlighted the importance of partnerships, measuring impact, and reaching new audiences beyond the usual climate-conscious groups.

### Next steps

#### Andrew

* Organise an initial event for a county-wide network of parish and town councils in Devon, to be announced at the Devon Association events on 7th and 21st October.

#### David

* Email Zoe the details of the local energy organisation in Bristol and information about Energy Local.
* Research and send a chat to Zoe about potential psychological approaches to retrofitting barriers.

#### Graham

* Publish the meeting content in the knowledge base and notify attendees.

#### Zoe

* Develop a timetable of events and activities for the tuk-tuk before winter.
* Work with the Working Party and Chair to revise the climate strategy and action plan for the next three years.
* Conduct research with the University of Exeter into barriers to using reusable hygiene products.
* Order more Exmouth Cups (blue for hot drinks) and investigate clear cups for cold drinks.
* Plan to show the "Derek versus Derek" film and invite farmers to speak.

### Summary

####

#### Exmouth Town Climate Initiatives

Zoey presented on Exmouth Town Council's climate initiatives, noting that their climate strategy and action plan has been largely achieved in its first three years. She explained that the council, which is asset-poor despite being the largest town in East Devon, has focused on influencing residents and visitors through marketing, messaging, and education rather than direct carbon footprint measurement. Zoey joined the council in 2022 as a Climate and Comms Officer on a 2-year contract, transitioning from a marketing agency background to lead climate efforts in the town.

#### Climate Action Plan Progress Review

Zoey presented the Climate Action Plan ratified in January 2023 and highlighted their success in winning the Climate Response of the Year Star Council Award in 2025. She discussed key areas of influence including food, energy, transport, waste, and the natural environment, noting particular success with the plant-based treaty endorsement, reusable cup scheme, clothes swaps, and cigarette butt ballot bins. While some initiatives like Samudra the sea serpent recycling statue faced challenges due to contamination issues, Zoey expressed ongoing frustration with waste stream management in Exmouth, particularly regarding recycling contamination.

#### Exmouth Environmental Initiatives Review

Zoey reviewed various initiatives undertaken by the town council to promote energy efficiency, sustainable transport, and environmental awareness in Exmouth. She noted that while some efforts like retrofit audits and community bike rides have had limited success, initiatives such as solar panel installations and upcycled transport have shown promise. Zoey emphasised the importance of behaviour change, building partnerships, and integrating climate and nature actions into council decisions. She highlighted the need for ongoing efforts to engage more volunteers and council members in climate-related activities.

#### Political Collaboration and Recycling Initiatives

Graham interviewed Zoey about her experience with a working party that included councillors from multiple political parties. Zoey explained that politics rarely interfered with decision-making, except when voting for a chair position. She discussed the cups used in recycling, noting they are made from plastic and not recyclable in Devon, though they can be repurposed. Zoey also explained her MP's opposition to the People's Emergency Briefing, citing defence as a priority and requiring fact-checking of the content.

#### Climate Change Council Adaptation

Andrew discussed the need for local councils to adapt to climate change and proposed an initial event in November for a county-wide network of parish and town councils in Devon to share good practices. Zoe shared Exmouth's efforts to reduce its festival carbon footprint, including funding from the District Council and the implementation of measures like compost loos and additional recycling bins. Stuart inquired about how Zoe secured funding for her role, and Zoe explained her successful approach of proposing strategically and building on existing council initiatives. The discussion also touched on the potential for community composting and the benefits of involving local councils in environmental efforts.

#### MP Engagement Strategy Discussion

David advised Zoey on strategies for engaging with their MP, suggesting a focus on climate change's impact on security and defence, and recommending the inclusion of farmers markets and psychological expertise to address barriers to property retrofitting. David also suggested exploring Energy Local as a middleware provider for community energy initiatives, similar to Bristol Energy. Frank's message emphasised the importance of reminding the MP about their narrow election margin to demonstrate the impact of constituent communications.

#### Climate Action Community Engagement Strategies

The meeting focused on climate action strategies and community engagement, with Zoey sharing her experience from Exmouth EcoAction. She discussed challenges in reaching broader audiences beyond climate activists and described their new approach using a tuk-tuk for mobile outreach rather than maintaining a static eco-centre. The group explored various communication strategies, including targeting local leaders and using community events to reach new audiences, with participants sharing resources and insights about reaching skeptical communities and supporting farmers in climate initiatives.

\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: And, Zoey, we are in the wonderful state of, I think, probably being a full house for the moment.

91\
00:10:19.120 --> 00:10:23.980\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: You're very welcome to please go ahead and introduce yourself and tell us what you're going to tell us.

92\
00:10:24.210 --> 00:10:35.020\
Zoey Cooper, Exmouth Town Council: Okay, thank you. I'm Zoey, I'm the Climate and Comms Officer for Exmouth Town Council, Exmouth in Devon, and I was just going to run through,

93\
00:10:35.060 --> 00:10:46.960\
Zoey Cooper, Exmouth Town Council: a presentation that… that I made last year, actually, which just gives you a fairly top-level run-through of the things that we've been doing in the last couple of years since we,

94\
00:10:46.960 --> 00:11:04.279\
Zoey Cooper, Exmouth Town Council: had our climate strategy and action plan ratified at full council, and I was just going to kind of run through some of the areas that we focused on, and just give you a quick update on what's worked and what is still kind of needs work, and then ideas that we have

95\
00:11:04.280 --> 00:11:17.560\
Zoey Cooper, Exmouth Town Council: For the next 3 years, because our climate strategy is actually… we've pretty much achieved all the things we wanted to in our first 3 years, so we're actually now working on a new strategy and plan for the next 3 years.

96\
00:11:22.710 --> 00:11:25.730\
Zoey Cooper, Exmouth Town Council: So do you want me to go right into that now, or…

97\
00:11:26.140 --> 00:11:27.670\
Zoey Cooper, Exmouth Town Council: I'm sharing my screen.

98\
00:11:27.670 --> 00:11:30.450\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: No, go ahead, yes, by all means, share your screen.

99\
00:11:30.450 --> 00:11:31.330\
Zoey Cooper, Exmouth Town Council: Okie-dyank.

100\
00:11:32.000 --> 00:11:33.849\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Sounds very exciting, actually.

101\
00:11:35.940 --> 00:11:39.610\
Zoey Cooper, Exmouth Town Council: Hang on a second, it's been a while since I used Zoom.

102\
00:11:54.590 --> 00:11:55.240\
David Morgan-Jones Ewshot PC: Green.

103\
00:11:56.420 --> 00:11:58.450\
Zoey Cooper, Exmouth Town Council: Can everybody see that?

104\
00:11:58.450 --> 00:11:59.350\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Not yet.

105\
00:11:59.350 --> 00:12:00.030\
David Morgan-Jones Ewshot PC: Oh, yep.

106\
00:12:00.270 --> 00:12:17.250\
Zoey Cooper, Exmouth Town Council: Yeah, got it now? Yes, yep. Yeah, okay, perfect, cool. So I've called this Sustainable Shores because that's actually the name of our Climate and Nature newsletter, and the joint initiative that we have with Visit Exmouth to try and encourage everyone who visits Exmouth

107\
00:12:17.250 --> 00:12:20.760\
Zoey Cooper, Exmouth Town Council: And who lives in Exmouth to tread as lightly as we can.

108\
00:12:21.020 --> 00:12:26.989\
Zoey Cooper, Exmouth Town Council: So it's a beautiful picture of Exmouth. I don't know if you know it, but it's a wonderful place to visit.

109\
00:12:27.590 --> 00:12:42.730\
Zoey Cooper, Exmouth Town Council: So, in terms of background, we are the largest town in East Devon, with a population of around 37,000, and we've got some areas of deprivation. We're a tourist town, so we obviously have a flood of tourists in the summer months.

110\
00:12:42.740 --> 00:12:55.820\
Zoey Cooper, Exmouth Town Council: We are a destination. You don't need to go through Exmouth to get anywhere, so we very much have to make a big deal about the fact that, you know, we want people to come here and visit, because they won't be… they won't be passing through.

111\
00:12:55.820 --> 00:13:04.220\
Zoey Cooper, Exmouth Town Council: From a climate perspective, Exmouth Town Council has always been quite ahead of the game, so in 2019, we declared a climate emergency.

112\
00:13:04.220 --> 00:13:09.429\
Zoey Cooper, Exmouth Town Council: We commissioned a consultancy then, in 2020, to assess

113\
00:13:09.430 --> 00:13:28.340\
Zoey Cooper, Exmouth Town Council: our carbon footprint and establish, a dedicated working party. So we have a climate and ecological emergency working party. We meet every month for a couple of hours, and we have about 12 councillors, in that working party currently, who are a mixture of different… our different political parties.

114\
00:13:28.610 --> 00:13:31.280\
Zoey Cooper, Exmouth Town Council: We, the…

115\
00:13:31.310 --> 00:13:45.570\
Zoey Cooper, Exmouth Town Council: the, consultants that we invited in, at the time, it's unusual for Exmouth Town Council, given the size of the town, we actually don't… well, we didn't, until fairly recently, own any assets or land.

116\
00:13:45.570 --> 00:13:54.309\
Zoey Cooper, Exmouth Town Council: So, we have recently bought the Town Hall, so we do own this very large asset, but when I joined, it was… it belonged to the District Council.

117\
00:13:54.430 --> 00:14:10.259\
Zoey Cooper, Exmouth Town Council: And we have one small building which we hire out for, to a nursery school at the moment. We don't own any land, we don't have any car parks, we don't have any, beach huts, toilets, anything like that, so we are very asset poor, given the size of the town.

118\
00:14:10.260 --> 00:14:20.749\
Zoey Cooper, Exmouth Town Council: However, as I'm sure you're aware, we are going to be losing our district and county council, and we will be becoming part of the Greater Exeter Unitary.

119\
00:14:20.750 --> 00:14:25.219\
Zoey Cooper, Exmouth Town Council: Which I would imagine will end up with us actually,

120\
00:14:25.220 --> 00:14:42.700\
Zoey Cooper, Exmouth Town Council: receiving more land and assets, but we don't know exactly what that will be at this… at the moment. So when the consultancy came in to… to look at how we might be most influential, it was less really about counting our carbon footprints, and it was much more about

121\
00:14:42.900 --> 00:14:55.100\
Zoey Cooper, Exmouth Town Council: marketing, messaging, educating, and influencing the people who live in Exmouth and the people who visit Exmouth. So that was the task that I kind of inherited.

122\
00:14:55.410 --> 00:15:07.380\
Zoey Cooper, Exmouth Town Council: Back in 2019 or 20, the working party invited Transition Exmouth to attend the meetings, and with Transition Exmouth, they came up with a 10-point action plan.

123\
00:15:07.380 --> 00:15:15.970\
Zoey Cooper, Exmouth Town Council: One of those actions was to hire a dedicated climate officer, so I joined the team in 2022, but there was already quite a good

124\
00:15:15.970 --> 00:15:24.499\
Zoey Cooper, Exmouth Town Council: appetite for tackling the climate and nature emergency and Exmouth at that point, so I'm… I was very fortunate. I joined… I joined on a two-year

125\
00:15:24.500 --> 00:15:38.550\
Zoey Cooper, Exmouth Town Council: contract to do 3 days a week, but I'm actually now permanent, and I'm working full-time, although one of my days is for general comms across the council, so one of them isn't dedicated to the Climate and Nature Plan.

126\
00:15:38.550 --> 00:15:49.759\
Zoey Cooper, Exmouth Town Council: After I joined, I met with, some of the Devon, Climate Emergency Team, the Devon Carbon Plan team, I met with the East Devon District Council climate officers.

127\
00:15:49.760 --> 00:16:08.679\
Zoey Cooper, Exmouth Town Council: And kind of figured out from what they were doing, and what we could do as a town council, what the most influential things I could try and achieve with the working party. And from that piece of research, I moved from North London, actually, so I wasn't familiar with Exmouth particularly, and I certainly wasn't

128\
00:16:08.680 --> 00:16:12.249\
Zoey Cooper, Exmouth Town Council: familiar with local government, because I'd actually worked in

129\
00:16:12.250 --> 00:16:29.549\
Zoey Cooper, Exmouth Town Council: worked for a big global marketing and advertising agency, so… so it was quite an interesting change for me, but I'd been a climate activist for the last 20 years, so I had a huge amount of knowledge on climate change. So I was able to kind of marry my… my marketing, messaging.

130\
00:16:29.550 --> 00:16:32.680\
Zoey Cooper, Exmouth Town Council: And, Content.

131\
00:16:33.070 --> 00:16:39.060\
Zoey Cooper, Exmouth Town Council: abilities with my passion to tackle the climate and nature emergency, which in Exmouth was a perfect…

132\
00:16:39.230 --> 00:16:50.349\
Zoey Cooper, Exmouth Town Council: perfect combination.

### So, the Climate Action Plan was ratified at full council in 2023, in January 2023, and you can see that on our Exmouth website. It's in the Tackling Climate Emergency section.

133\
00:16:50.370 --> 00:17:01.719\
Zoey Cooper, Exmouth Town Council: It is a little bit dated now, and as I said, we are having… I'm having ongoing conversations with the working party and with the chair to decide what we're going to do for the next 3 years.

134\
00:17:02.030 --> 00:17:19.459\
Zoey Cooper, Exmouth Town Council: But I guess the… the best thing, is in 2025, we won the Climate Response of the Year Star Council Award, which was… which was great. Really lovely to be able to go out into Exmouth and tell the, sort of, residents and visitors this is what we'd achieved, and to…

135\
00:17:19.460 --> 00:17:34.109\
Zoey Cooper, Exmouth Town Council: it's just an easier way to kind of get people a bit more on board, instead of that, oh, you know, what's the council doing? We can say, well, the council's actually doing quite a lot, and we won this award, and we went to Buckingham Palace, and we had tea, and, you know, so we are, we are, you know, making some strides towards,

136\
00:17:34.160 --> 00:17:36.260\
Zoey Cooper, Exmouth Town Council: Mitigation and resilience.

137\
00:17:37.370 --> 00:17:46.799\
Zoey Cooper, Exmouth Town Council:

### So, as I said, our influence in 2022, when we wrote the, Climate Action Strategy, was very much leading by example.

138\
00:17:46.800 --> 00:17:57.669\
Zoey Cooper, Exmouth Town Council: In what we procured, in, place shaping and placemaking, there was a big piece of work the District Council was doing on placemaking for Exmouth that we were very much involved in from a…

139\
00:17:57.670 --> 00:18:10.489\
Zoey Cooper, Exmouth Town Council: a climate, perspective, lobbying up, obviously, to the district and county council, but very much these last two areas, engaging and educating, so going into schools, giving talks.

140\
00:18:10.490 --> 00:18:27.040\
Zoey Cooper, Exmouth Town Council: working with local businesses, working with the Chamber of Commerce, working with all of the other, climate action groups in Exmouth, of which there are lots. We've got a really good, amount of groups, like Transition, Plastic Free Exmouth, Friends of the River X,

141\
00:18:27.040 --> 00:18:36.459\
Zoey Cooper, Exmouth Town Council: We've got campaign groups to stop sewage, we've got campaign groups for cycling. So it was about really helping to convene these groups, giving them somewhere to meet.

142\
00:18:36.560 --> 00:18:49.050\
Zoey Cooper, Exmouth Town Council: Providing them with funding, potentially, but also using… leaning on them, not using them, leaning on them to help me go out and engage and educate across schools, across church groups, business groups, and so on.

143\
00:18:49.170 --> 00:19:06.920\
Zoey Cooper, Exmouth Town Council: So those were our key areas of influence a few years ago. I think as we acquire more assets and land, then what we do with that, and how we can't count the carbon and then share our learnings, will become more important in the next… the strategy that we're kind of working on at the moment.

144\
00:19:09.290 --> 00:19:16.060\
Zoey Cooper, Exmouth Town Council: So, like I said, we won the Climate Star Council Award for Climate Response, which was great.

145\
00:19:16.060 --> 00:19:36.550\
Zoey Cooper, Exmouth Town Council: And our strategy is broken up into these key sections, so food, energy, transport, waste, and the natural environment. And we try… the strategy involves actions or campaigns against each of those areas, and I'll just whiz through them quite quickly, but we've had some… we've had a lot of success in some, we've had less success in others.

146\
00:19:36.550 --> 00:19:43.849\
Zoey Cooper, Exmouth Town Council: And I'll try and sort of speak to that, and perhaps explain why I think some have been more successful than others.

147\
00:19:45.470 --> 00:19:46.310\
Zoey Cooper, Exmouth Town Council: Oops.

148\
00:19:47.090 --> 00:20:08.809\
Zoey Cooper, Exmouth Town Council: So, in terms of food,

### we endorsed the plant-based treaty in 2023,

so that went to full council, and they agreed to endorse that, which means that we have, an Exmouth version of the plant-based treaty, so I'm not sure how aware of this treaty you are, but it's in three big categories.

149\
00:20:08.810 --> 00:20:14.749\
Zoey Cooper, Exmouth Town Council: A lot of it is about education, information, leading by example.

150\
00:20:14.930 --> 00:20:27.459\
Zoey Cooper, Exmouth Town Council: But there's a big section that's on land use, and because we don't own any land, we haven't endorsed that section, which is about, you know, animal husbandry, abattoirs, and so on and so on. So we've created our own Exmouth.

151\
00:20:27.460 --> 00:20:42.520\
Zoey Cooper, Exmouth Town Council: plant-based treaty, which you can also see online, if you want to have a look. So, as part of that endorsement, we, support a regular plant-based bring and share down at the EcoHub, at a place called Sideshaw on the seafront.

152\
00:20:42.520 --> 00:20:46.180\
Zoey Cooper, Exmouth Town Council: So we support that with promotion, with funding,

153\
00:20:46.240 --> 00:20:55.349\
Zoey Cooper, Exmouth Town Council: we show a lot of vegan films, so we showed:

### I Could Never Go Vegan

in our local cinema, that was packed out, and we had, we had a,

154\
00:20:55.400 --> 00:21:11.430\
Zoey Cooper, Exmouth Town Council: a fibre and gut specialist come and give a talk afterwards, Dr. Alan Desmond, so he came and gave a short talk and handled the Q\&A. So that was very popular. That also created a lot of traction in our social media, so a lot of people for it.

155\
00:21:11.430 --> 00:21:16.770\
Zoey Cooper, Exmouth Town Council: probably more people in Exmouth against it, who are, well, vocally against it on Facebook.

156\
00:21:16.910 --> 00:21:29.859\
Zoey Cooper, Exmouth Town Council: wanting to protect our farmers, and so on and so on. So yeah, it's always a little bit of a point of contention, our plant-based treaty endorsement, but it's good to have the engagement, I think.

157\
00:21:29.860 --> 00:21:45.200\
Zoey Cooper, Exmouth Town Council: So what we've also done in the meantime is we've hosted a number of challenges, so we've done a

### Meat Free May challenge, we've done a vegan for a Month challenge,

and then the people that take up the challenge, whether there's our counsellors or they're members of the community.

158\
00:21:45.200 --> 00:22:09.560\
Zoey Cooper, Exmouth Town Council: then we ask them to write a blog, and then we post the blog, we post their updates every week, and then that's all available on our website as well. And then what we've done with the counsellors, so we had three councillors go vegan for a month, and then they came along to our plant-based exchange, and gave a little talk, and did a Q\&A about what they'd found difficult, what they'd found, you know, really surprisingly pleasant, and so on. So, I think we're quite strong

159\
00:22:09.560 --> 00:22:13.240\
Zoey Cooper, Exmouth Town Council: strong on plant-based. We have plant-based options in-house.

160\
00:22:13.240 --> 00:22:25.390\
Zoey Cooper, Exmouth Town Council: And any event that I organize is 100% plant-based. We are not 100% plant-based across all of our activities, but we definitely offer that as an alternative.

161\
00:22:26.700 --> 00:22:31.739\
Zoey Cooper, Exmouth Town Council: Another key area that we've had some success in is waste.

162\
00:22:31.910 --> 00:22:44.810\
Zoey Cooper, Exmouth Town Council: So, we have bought and continue to buy reusable cups. So, we introduced this

### reusable cup scheme, the Exmouth Cup,

which is the blue cup you can see, in the top picture.

163\
00:22:45.140 --> 00:23:04.399\
Zoey Cooper, Exmouth Town Council: We gift these cups to cafes in Exmouth that want to be part of the scheme, and then they offer the cup to their customers, and their customers can take away the Exmouth cup, finish their drink, wash it at home, and bring it back to the cafe, or they can drop it off at the cafe later that day. It doesn't need to be clean when they drop it back.

164\
00:23:04.530 --> 00:23:19.470\
Zoey Cooper, Exmouth Town Council: We have 5 or 6 cafes in the… in the scheme, and you can drop your cut back to any of the cafes. We've also bought deposit point bins, so you can also put your cut into a deposit point outside the cafe if you want to.

165\
00:23:19.610 --> 00:23:33.259\
Zoey Cooper, Exmouth Town Council: So, we launched this scheme several years ago, and lots of cafes wanted to be involved. That was actually counterproductive, because a lot of the cafes just wanted free cups, and they weren't explaining the scheme to their customers.

166\
00:23:33.290 --> 00:23:49.949\
Zoey Cooper, Exmouth Town Council: So when many of these cups sort of disappeared into the ether, we decided to have a huge cup amnesty and revise the scheme down to only 3 cafes initially who were really passionate about the scheme. We created a lot more marketing material, we had the deposit points.

167\
00:23:49.950 --> 00:23:57.430\
Zoey Cooper, Exmouth Town Council: We've got cards that you can pick up with QR codes. There's a QR code on the cup, and this takes you to a page that explains about the scheme.

168\
00:23:57.430 --> 00:24:15.560\
Zoey Cooper, Exmouth Town Council: So we whittled it right down to 3 passionate cafes, which is working, and we're just starting to expand it out again now, actually. A few more cafes are saying, yes, we promise we'll talk about it, we'll explain it, we'll give the cards out if we haven't got time. And so the cups are staying in circulation by and large.

169\
00:24:15.560 --> 00:24:21.770\
Zoey Cooper, Exmouth Town Council: We're about to order some more, so we will order the same blue cups for hot drinks.

170\
00:24:21.770 --> 00:24:39.860\
Zoey Cooper, Exmouth Town Council: And we're looking into, clear cups with the measure on, so that we might be able to offer cold drinks, and might be able to offer these to bars or, kind of, entertainment venues. So this is something that we're kind of mulling over that may become part of our new strategy.

171\
00:24:39.860 --> 00:24:59.239\
Zoey Cooper, Exmouth Town Council: So what the longer-term goal is to kind of flood Exmouth with these cups, so that when you walk around, you see the cup. I went up to a cafe with a cup today, and someone stopped me and said, oh, Exmouth cup, brilliant, I love that. I've got five at home. And I was like, no, no, that's not the idea. You're not meant to take them home, you're meant to give it back to the cafe.

172\
00:24:59.240 --> 00:25:04.199\
Zoey Cooper, Exmouth Town Council: Hence, we have these big amnesties where people bring them all back, which is quite funny.

173\
00:25:04.240 --> 00:25:27.389\
Zoey Cooper, Exmouth Town Council: So, yeah, we've had… we've had good success with this. Lots of, town councils have called me up and said, this is great, how's it working? We might try it too, which is… which is good, so the word is spreading. We do probably lose more cups than we would like, but, you know, from a messaging perspective, to have something tangible that says reuse, I think is very powerful.

174\
00:25:28.900 --> 00:25:46.289\
Zoey Cooper, Exmouth Town Council: We've also had some success with

### reusable hygiene products,

so we support a cloth nappy scheme by paying for their, they rent some space in a town hall, sorry, in a church hall, so we pay for that, and we've also bought the trial nappy kits for them to share with, potential customers.

175\
00:25:46.290 --> 00:25:52.389\
Zoey Cooper, Exmouth Town Council: And we have also heavily promoted recycle…

### reusable period products.

176\
00:25:52.390 --> 00:26:07.459\
Zoey Cooper, Exmouth Town Council: So, most summers, I… most, sort of, July, early July, I go into most schools in Exmouth and give a talk about these hygiene products, which goes down really well. I talk to years 5 and 6, girls and boys. It's quite a fun presentation. I've got lots of samples that I share.

177\
00:26:07.460 --> 00:26:16.170\
Zoey Cooper, Exmouth Town Council: And the teachers and the teaching assistants and the staff are always really impressed and go away and think about buying these things themselves.

178\
00:26:16.210 --> 00:26:37.369\
Zoey Cooper, Exmouth Town Council: We are also about to start a very big piece of research, which we're doing with the University of Exeter, into the barriers to using hygiene products. You know, is it a cost barrier? Is it, you know, is it a general, I don't really understand barrier? So we're trying to understand what that is, and we'll be buying more trial kits to share with some of our… the people that… the research,

179\
00:26:37.370 --> 00:26:44.640\
Zoey Cooper, Exmouth Town Council: panelists, I guess, so that we can get some… some feedback. My… my aim is that we will ultimately be able to subsidize

180\
00:26:44.640 --> 00:26:47.990\
Zoey Cooper, Exmouth Town Council: these hygiene products for schools in Exmouth?

181\
00:26:48.270 --> 00:26:50.150\
Zoey Cooper, Exmouth Town Council: But we're gonna do the research first.

182\
00:26:50.410 --> 00:26:55.750\
Zoey Cooper, Exmouth Town Council: Another big success point has been clothes swaps. So, I was part of a group

183\
00:26:55.750 --> 00:27:14.370\
Zoey Cooper, Exmouth Town Council: who would meet casually in people's houses, where we would bring clothes that we didn't want anymore, and swap them, so that was more of a friendship group. So I decided to expand that into much more

### public-facing clothes swaps.

So we do a big clothes swap once a quarter. The one in the picture is in the Salvation Army. We did that just before Christmas. It was absolutely packed.

184\
00:27:14.370 --> 00:27:34.049\
Zoey Cooper, Exmouth Town Council: We had, hundreds of bags of clothes come in, and then hundreds and hundreds of clothes went out again. So this is really working, and people are then hosting them at home, or they're helping me to host these much bigger clothes swap events. We've also done a

### cookery book swap for plant-based cookery books, and a kitchen utensil swap as well.

185\
00:27:34.050 --> 00:27:40.010\
Zoey Cooper, Exmouth Town Council: So the swapping is really kind of taking on, gaining traction in Exmouth.

186\
00:27:40.050 --> 00:27:54.310\
Zoey Cooper, Exmouth Town Council: Another success has been our

### cigarette ballot bins.

So we buy these from Hubbub. They're about 150 quid, I think? And the bin, which is the yellow bin in the middle, has a ballot question, so…

187\
00:27:54.310 --> 00:28:02.190\
Zoey Cooper, Exmouth Town Council: the first bin we bought, the question was, jam or cream first, which is obviously, a point of contention in Devon and Cornwall.

188\
00:28:02.190 --> 00:28:17.470\
Zoey Cooper, Exmouth Town Council: So the idea is you vote with your cigarette butt, and it stops people from just leaving them on the floor. So this is a big campaign that we ran with

### plastic-free Exmouth

to try and get butts off the beach. And since we launched our first cigarette butt, I think we've got

189\
00:28:17.570 --> 00:28:24.950\
Zoey Cooper, Exmouth Town Council: ballot bin. I think we've got 8 bins in Exmouth now, and they're… it's great. I mean, they off… they fill up really rapidly, it's up to the pub.

190\
00:28:24.950 --> 00:28:41.689\
Zoey Cooper, Exmouth Town Council: or restaurant to empty them. Once we've bought the bin and installed it, we're kind of hands-off, and we leave it to them, and then we have a launch, the mayor comes along, we take some pictures, put it on our social media, and then usually more people want to get involved. So, ballot bins have been a big success.

191\
00:28:42.610 --> 00:28:53.060\
Zoey Cooper, Exmouth Town Council: The last one, is this beautiful sea serpent. So the first picture on the bottom left. So this is Samudra, the sea serpent, made entirely from recycled materials.

192\
00:28:53.080 --> 00:29:10.250\
Zoey Cooper, Exmouth Town Council: co-designed with some primary schools in Exmouth, and she was intended to be, a plastic bottle recycling point. So the story was that she ate plastic bottles, and you can feed the plastic bottles in through her mouth and various other shoots.

193\
00:29:10.280 --> 00:29:16.719\
Zoey Cooper, Exmouth Town Council: Unfortunately, although she is stunning and generates a huge amount of interest, loads of photos.

194\
00:29:17.000 --> 00:29:23.169\
Zoey Cooper, Exmouth Town Council: It hasn't worked as a recycling point. The bin has always been full of

195\
00:29:23.260 --> 00:29:27.550\
Zoey Cooper, Exmouth Town Council: Contamination, nappies, food, all kinds of rubbish that get put in there.

196\
00:29:27.550 --> 00:29:44.090\
Zoey Cooper, Exmouth Town Council: So, sadly, Samudra has now just become a gorgeous statue that lives in the same place, but is no longer a bin, because it… sadly, it wasn't working. I've really struggled with the waste streams in Exmouth. The amount of

197\
00:29:44.940 --> 00:30:00.419\
Zoey Cooper, Exmouth Town Council: stuff that looks like plastic isn't plastic, it's made from vegware, so it can't be recycled, so it contaminates the recycling. People just don't want to use the recycling. Then it turned out our district council wasn't recycling anything anyway, so I've had an absolute nightmare with

198\
00:30:00.420 --> 00:30:05.829\
Zoey Cooper, Exmouth Town Council: recycling and waste streams in Exmouth, which is ongoing, to be… to be honest.

199\
00:30:05.950 --> 00:30:14.489\
Zoey Cooper, Exmouth Town Council: Out of our control to an extent, but still a big frustration. So, I would encourage everyone to try

200\
00:30:14.810 --> 00:30:18.779\
Zoey Cooper, Exmouth Town Council:

### Reusable cups, clothes swaps, hygiene products, ballot bins.

201\
00:30:18.920 --> 00:30:23.620\
Zoey Cooper, Exmouth Town Council: recycling… Hasn't really worked so good for us.

202\
00:30:26.210 --> 00:30:40.160\
Zoey Cooper, Exmouth Town Council: Energy, this is an area that we've tried a number of different ways, routes into. When I first joined, we partnered with Devon Communities Together for a Save Money, Stay Warm campaign, so I joined them

203\
00:30:40.160 --> 00:30:53.439\
Zoey Cooper, Exmouth Town Council: we went into people's houses, we had a thermal imaging camera, we would produce these very top-level reports on how to keep your house warm. We didn't have a very big take-up, to be honest. I don't think the reports were particularly in-depth.

204\
00:30:53.440 --> 00:31:04.240\
Zoey Cooper, Exmouth Town Council: And for me, it wasn't particularly… it didn't particularly meet the objectives of our energy strategy. So last year, we partnered with Eco Advice.

205\
00:31:04.240 --> 00:31:15.169\
Zoey Cooper, Exmouth Town Council: And we decided to, part fund big retrofit audits. We selected 4 houses, 4 archetype houses in Exmouth, and we…

206\
00:31:15.170 --> 00:31:28.959\
Zoey Cooper, Exmouth Town Council: with EcoAdvice produced these big 80-page retrofit reports, and shared that with not only the homeowner, but with all the houses around the archetype that looked the same. So we were sort of encouraging people to

207\
00:31:28.970 --> 00:31:48.430\
Zoey Cooper, Exmouth Town Council: look at the data, look at the evidence to, I don't know, change their windows, insulate more, look at cavity wall insulation. So the houses that got the reports for free were delighted, but we haven't had a massive take-up on other people wanting more information about retrofit.

208\
00:31:48.460 --> 00:31:56.860\
Zoey Cooper, Exmouth Town Council: So I… I think our energy strategy hasn't been particularly successful. This year, we need to think about ways that we can

209\
00:31:56.940 --> 00:32:13.689\
Zoey Cooper, Exmouth Town Council: we can either do more retrofitting, encourage more retrofitting, perhaps we can, buy some air source heat pumps, we can look at solar. I'm not sure what we can do from an energy perspective, but certainly our two initiatives haven't been hugely successful.

210\
00:32:15.950 --> 00:32:29.260\
Zoey Cooper, Exmouth Town Council: The one thing that is working, though, is we have this one building with solar on it, which is where we have our nursery school. Not our nursery school, our nursery school rents it out. So, on here, we have solar panels, and we're selling back to the grid.

211\
00:32:29.260 --> 00:32:36.109\
Zoey Cooper, Exmouth Town Council: We're harvesting rainwater. We also have bought, recently, an

### upcycled electric tuk-tuk.

212\
00:32:36.110 --> 00:32:46.569\
Zoey Cooper, Exmouth Town Council: And I'll show you a picture of that in a second, but we can actually plug the tuk-tuk into the battery from the solar panels, so our tuk-tuk is, 100% sustainable.

213\
00:32:49.110 --> 00:33:03.520\
Zoey Cooper, Exmouth Town Council: From a transport point of view, we've shown films like

### Chasing the Sun

to encourage people to, you know, ditch their cars and get on their bikes. We have, a very active, active travel group, which I convene once a month, and then we'll

214\
00:33:03.580 --> 00:33:28.580\
Zoey Cooper, Exmouth Town Council: show up to big festivals, like the Exmouth Festival. We are conducting some research into the barriers to cycling and walking more, and ditching the car a little bit more. And we… I've also started organising

### community bike rides.

So on the right, that was our first bike ride up to a National Trust property. So we cycled up there, where we had free tea and cake, and then we cycled back. And it was nice to see that actually we did a lot of social media on

215\
00:33:28.580 --> 00:33:35.060\
Zoey Cooper, Exmouth Town Council: this, and as a result, the… that particular National Trust place is now getting a lot more people cycling there.

216\
00:33:35.060 --> 00:33:45.519\
Zoey Cooper, Exmouth Town Council: So that… that campaign, and we'll go back there, I think we're back there in September, and then again in October. So that's also ticking their active travel box for them as well.

217\
00:33:45.710 --> 00:33:50.300\
Zoey Cooper, Exmouth Town Council: So that's kind of nice. My active travel actions really are around research.

218\
00:33:50.410 --> 00:34:00.599\
Zoey Cooper, Exmouth Town Council: talking with schools about walking buses, cycling buses, and organizing events to get more people to come along and join in. These are free events that we put on.

219\
00:34:01.420 --> 00:34:08.180\
Zoey Cooper, Exmouth Town Council: Natural environment, we have

### living roofs on all of our bus shelters

now in Exmouth, the ones that can take a living roof.

220\
00:34:08.179 --> 00:34:23.580\
Zoey Cooper, Exmouth Town Council: We've installed lots of water butts across the town to support Exmouth in Bloom with watering, and to help ourselves with watering as well. We've run a lot of campaigns, like

### Water for Wildlife, Hedgehog Highway campaigns, Swiftbox campaigns.

221\
00:34:23.580 --> 00:34:31.360\
Zoey Cooper, Exmouth Town Council: We don't have any land, so everything has to be a campaign to people who have land to try and kind of rewild a little bit, or think about what they're doing in their own space.

222\
00:34:32.230 --> 00:34:35.909\
Zoey Cooper, Exmouth Town Council: And… Can't see that one.

223\
00:34:35.909 --> 00:35:00.089\
Zoey Cooper, Exmouth Town Council: Oh, trees. So we're

### planting trees

where we can. We don't have any land, but if we can find a landowner that's up for trees, we'll work with them. In the picture, we were restoring some, tree pits in one of the roads in Exmouth where they had… the trees had either died or been knocked over, so we can kind of go in and replace trees. So we do as much as we can, but with limited space to actually… to do much in. We also have a

### pesticide-free strategy

224\
00:35:01.290 --> 00:35:07.630\
Zoey Cooper, Exmouth Town Council: so we don't use any pesticides or herbicides in the… in the work that we do.

225\
00:35:09.310 --> 00:35:25.159\
Zoey Cooper, Exmouth Town Council: We do tons of festivals and events. We have a big Exmouth festival, which is into which, treading more lightly is embedded. So, we go around to all the stalls, ask them how they're treading more lightly, they put up signs to say that, you know, they have vegan this, or plant-based that.

226\
00:35:25.160 --> 00:35:41.809\
Zoey Cooper, Exmouth Town Council: And it's a huge success. Even… it's not an eco festival, but it feels like eco has been really kind of woven into it. And we have a big Craft Your Christmas event every… every Christmas as well, where it's about making sustainable, gifts, sustainable decorations for… for Christmas.

227\
00:35:43.300 --> 00:35:44.450\
Zoey Cooper, Exmouth Town Council: And…

228\
00:35:44.790 --> 00:35:51.029\
Zoey Cooper, Exmouth Town Council: Nearly the end. Oh, so yes, this is our really cool

### tuk-tuk,

which we've actually only just taken the ownership of.

229\
00:35:51.030 --> 00:36:11.240\
Zoey Cooper, Exmouth Town Council: So that picture on the far left, that was just yesterday. We went to the library. Library was having a transport day, so we brought our tuk-tuk along and kitted it out with some of the local events that are happening. Our bike ride, which is Sunday, Active Devon, who are doing cycling classes for adults, and so on and so on. So that was fun.

230\
00:36:11.370 --> 00:36:13.409\
Zoey Cooper, Exmouth Town Council: It's upcycled, it…

231\
00:36:13.700 --> 00:36:20.060\
Zoey Cooper, Exmouth Town Council: plugs into our little building, so it literally is powered by the sun, and I will take it out to events.

232\
00:36:21.560 --> 00:36:40.000\
Zoey Cooper, Exmouth Town Council: school fairs, things like that, if people want it. And I can deck it out. It's a little van, essentially, so it opens up both sides and opens up at the back. I can put shelves in, I can put tables around it, so it can be a mini exhibition, our mini eco-hub, and it can be tailored according to whatever the event is that we're going to.

233\
00:36:42.360 --> 00:37:02.069\
Zoey Cooper, Exmouth Town Council: People's Emergency Briefing, we've shown this three times now, twice in the cinema, 130 people each time, and then once in the, Holy Trinity Church, so it was 150 people, so this is really gaining traction in Exmouth, and I'm finding, off the back of this, more and more people are joining our green team of volunteers, so this, this is great.

234\
00:37:02.070 --> 00:37:07.110\
Zoey Cooper, Exmouth Town Council: Lots of people are lobbying our MP, who hasn't supported the motion for a televised briefing.

235\
00:37:07.110 --> 00:37:11.340\
Zoey Cooper, Exmouth Town Council: And, although he has come to one of our screenings, so this is…

236\
00:37:11.340 --> 00:37:27.719\
Zoey Cooper, Exmouth Town Council: a big success, and this is something we're going to do more and more. We're going to keep hosting these, and we're going to keep pushing people to a follow-up meeting, which is about not only how to lobby your MP and how to host a screening, but how to get involved locally, because there's so much we're doing.

237\
00:37:27.720 --> 00:37:36.120\
Zoey Cooper, Exmouth Town Council: But I always need more volunteers, so the more people that can help me out, or the more people I can signpost to some of the other groups, the better.

238\
00:37:37.460 --> 00:37:56.739\
Zoey Cooper, Exmouth Town Council: five key steps. You probably know all these things and are doing them already, but I think for any town council that wants to do more, I think, first of all, assessing what's already happening and who you can kind of work with and lean on is really important. I think measuring your carbon footprint is crucial as well, but I think that it's…

239\
00:37:56.860 --> 00:38:05.699\
Zoey Cooper, Exmouth Town Council: For me, it's as much about influencing behaviour change externally as it is about counting your carbon footprint and staying on top of that internally.

240\
00:38:05.890 --> 00:38:16.090\
Zoey Cooper, Exmouth Town Council: Building partnerships with different community organisations. I couldn't do my job if I didn't have those partnerships, because it's just me. So that is absolutely crucial.

241\
00:38:16.330 --> 00:38:35.119\
Zoey Cooper, Exmouth Town Council: locking, climate and nature actions into the working parties has been a challenge, so I've written into every Terms of Reference that decisions shouldn't be made without consulting the

### Climate Action Plan

but I don't think that happens. What we are going to write in is.

242\
00:38:35.120 --> 00:38:42.440\
Zoey Cooper, Exmouth Town Council: at the end of each meeting, think about the impact on the

### Climate and Nature Plan

Have you looked at it?

243\
00:38:42.760 --> 00:38:52.689\
Zoey Cooper, Exmouth Town Council: do… what… how are your decisions going to influence it, or how much is it going to influence your decisions? So this is something that we're working on now.

244\
00:38:53.660 --> 00:38:56.380\
Zoey Cooper, Exmouth Town Council: And I think that's about it.

245\
00:38:56.700 --> 00:39:00.170\
Zoey Cooper, Exmouth Town Council: So, yeah, that's just more of the same, really.

246\
00:39:01.730 --> 00:39:12.500\
Zoey Cooper, Exmouth Town Council: Oh, and try and getting… try to get your council members and staff to take

### carbon literacy training

I still haven't managed to do that. I think we're kind of our worst enemy, in a way, because

247\
00:39:12.550 --> 00:39:29.059\
Zoey Cooper, Exmouth Town Council: the councillors think that we're doing such great work with climate and nature stuff that they just think, oh, well, you know, Zoey's got this, we don't need to worry about it. There's, you know, loads of volunteers, she's on it, so let's not worry about it. So don't make that mistake. Don't let them think you've got it covered, because there's so much more to do.

248\
00:39:31.200 --> 00:39:34.459\
Zoey Cooper, Exmouth Town Council: And… Yeah, that's it. That's all from me.

249\
00:39:34.460 --> 00:39:42.629\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Well, Zoey, that was phenomenal. Thank you so much. It was very enlightening. Lots of fun.

250\
00:39:42.630 --> 00:39:44.170\
Zoey Cooper, Exmouth Town Council: Thank you, sorry, it was a bit long.

251\
00:39:44.170 --> 00:39:51.609\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Yeah, no, no, no, no, no, it's brilliant. I do have a couple of questions based on the things that you said before the field goes to.

252\
00:39:51.610 --> 00:39:51.950\
Zoey Cooper, Exmouth Town Council: Oh, yeah.

253\
00:39:51.950 --> 00:40:01.289\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: other people. Obviously, there are lots of questions piling in. But you mentioned right at the start that you had, councillors from multiple political parties.

254\
00:40:02.110 --> 00:40:07.540\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Do you find that the politics gets in the way of decisions and decision-making?

255\
00:40:07.540 --> 00:40:14.809\
Zoey Cooper, Exmouth Town Council: No, it doesn't at this level. The only time politics gets involved is when we need to vote a new chair.

256\
00:40:14.970 --> 00:40:22.700\
Zoey Cooper, Exmouth Town Council: And then I find that the… the… well, our chair, for example, has been a Lib Dem chair for the last 3 years, and

257\
00:40:23.470 --> 00:40:46.330\
Zoey Cooper, Exmouth Town Council: there are two or three Lib Dem councillors that I would never see in the working party meeting until it came for his re-election, and then suddenly all these faces would reappear and vote for him, and then I wouldn't see them again. So, that's the only time. No. I mean, it's a good mix of councillors, really, and we have a lot of independents in Exmouth now as well, so politics doesn't seem to get

258\
00:40:46.330 --> 00:40:47.770\
Zoey Cooper, Exmouth Town Council: In the way here, no.

259\
00:40:47.970 --> 00:40:54.789\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Okay, and what are the cups that you have in your, recycling the cups? What are they made from?

260\
00:40:55.020 --> 00:41:08.220\
Zoey Cooper, Exmouth Town Council: So they're made from plastic, they're made from PPP, they are starting to be made from recycl… recycled PPP, poly… poly… polyeth… poly…

261\
00:41:08.690 --> 00:41:13.140\
Zoey Cooper, Exmouth Town Council: Oh, I can't remember what it is. They are not recyclable.

262\
00:41:13.370 --> 00:41:25.620\
Zoey Cooper, Exmouth Town Council: So, you cannot put them in your recycling stream. They will contaminate the recycling stream. So, however, I can, if they are broken, or they've come to end of life, I can round them all up.

263\
00:41:25.620 --> 00:41:36.660\
Zoey Cooper, Exmouth Town Council: take them up to Exeter, where they will melt them down and turn them into golden furniture, or something like that. So they can be repurposed, but they should not be put in recycling.

264\
00:41:36.770 --> 00:41:38.250\
Zoey Cooper, Exmouth Town Council: Yeah.

265\
00:41:38.350 --> 00:41:55.879\
Zoey Cooper, Exmouth Town Council: So they don't leach into your drink, they are starting to be made from recycled material, but they are not recyclable, but they are made in the UK. So we did a lot of research into these cups, which ones to buy, which ones not to buy, and I went for ones that are made in the UK.

266\
00:41:55.970 --> 00:41:59.510\
Zoey Cooper, Exmouth Town Council: Rather than the ones that are made in China.

267\
00:41:59.620 --> 00:42:06.099\
Zoey Cooper, Exmouth Town Council: But they are not recycled… none of these cups are recyclable. Well, not in… not in Devon, anyway.

268\
00:42:06.100 --> 00:42:14.410\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Okay, and one last question was, do you know why your MP does not support putting the People's Emergency Briefing on national television?

269\
00:42:14.740 --> 00:42:18.340\
Zoey Cooper, Exmouth Town Council: Yeah, he says that the first thing that we need to think about is defence.

270\
00:42:18.340 --> 00:42:42.929\
Zoey Cooper, Exmouth Town Council: So the one thing the parties will be aligned over is defence, and that's where the big spend needs to be. So he came along to our second screening, and I was really pleased, because we invited him to the first one, and he declined, and he's been invited to many screenings, and finally, we worked together on a date that he could actually come along to. So he came along to one in May.

271\
00:42:42.930 --> 00:42:46.719\
Zoey Cooper, Exmouth Town Council: And he was determined to take the stage, even though.

272\
00:42:47.170 --> 00:42:56.949\
Zoey Cooper, Exmouth Town Council: it wasn't meant to be political, and he did finally stand up and say, thank you, I'm really seriously worried about climate change, however.

273\
00:42:56.950 --> 00:43:14.959\
Zoey Cooper, Exmouth Town Council: the crocodile nearest the canoe, which is his favourite phrase at the moment, is defence. We need to defend the realm, we need to spend money on defence. He is an ex-soldier, and he's very new, he's very new MP, new to politics, and I think he just is towing the Tory party line, really.

274\
00:43:14.960 --> 00:43:29.889\
Zoey Cooper, Exmouth Town Council: He also said that the film would need to be fact-checked before it could be shown as an emergency briefing, to which I explained it's not showing the film, it's showing… I said this, you know, it's like a COVID briefing.

275\
00:43:29.890 --> 00:43:30.560\
Sean McCarthy Wendover Bucks: Yeah.

276\
00:43:30.560 --> 00:43:30.970\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Yes.

277\
00:43:30.970 --> 00:43:50.429\
Zoey Cooper, Exmouth Town Council: So yeah, he, yeah, he has sent numerous emails back to people who've lobbied him, and I've heard back from the People's Emergency Briefing Team, I've got some really good arguments against him now, counter-arguments to his defence line, which I've shared with all of the people that have come to see the film to say, okay, when he comes back to you with this

278\
00:43:50.430 --> 00:43:54.880\
Zoey Cooper, Exmouth Town Council: this is what you should say. I haven't seen his response since then.

279\
00:43:55.190 --> 00:43:57.069\
Zoey Cooper, Exmouth Town Council: I don't know.

280\
00:43:57.420 --> 00:44:00.840\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Okay, brilliant, thank you. Andrew, would you like to start the ball rolling, please?

281\
00:44:00.990 --> 00:44:10.469\
Andrew Maliphant, Great Collaboration Gloucestershire: Many thanks, Zoe. Zo and I had a good chat not so long ago. Great, obviously, we can all see why it is that Exmouth won that award, because there's been so much going on.

282\
00:44:10.520 --> 00:44:24.279\
Andrew Maliphant, Great Collaboration Gloucestershire: I can't help remembering about Peter Pan and the crocodile that had swallowed a clock. So maybe this ticking clock inside the crocodile might be another way of saying that, don't forget the ticking clock, not just the crocodile.

283\
00:44:24.280 --> 00:44:28.519\
Zoey Cooper, Exmouth Town Council: Yeah, yeah. Well, I just think there'll be no crocodile and no canoe soon, so…

284\
00:44:28.520 --> 00:44:38.609\
Andrew Maliphant, Great Collaboration Gloucestershire: Well, there's another thing which we could talk about, and certainly we're looking at What is, the, the…

285\
00:44:38.610 --> 00:44:57.090\
Andrew Maliphant, Great Collaboration Gloucestershire: There is a certain inevitability about a certain amount of climate change, and how we all live and work together is going to be different over the next few years, and we need to be thinking about what does that mean in terms of what's… what is going to be, if you like, a new normal. But there's lots of things to go on that.

286\
00:44:57.090 --> 00:45:11.029\
Andrew Maliphant, Great Collaboration Gloucestershire: A couple of things also, I was, as interested to see your… speaking to your local festival about treading lightly. In what's left of my spare time, I go to a number of folk festivals.

287\
00:45:11.060 --> 00:45:13.940\
Andrew Maliphant, Great Collaboration Gloucestershire: And I'd already been thinking that, actually.

288\
00:45:14.020 --> 00:45:31.360\
Andrew Maliphant, Great Collaboration Gloucestershire: I hadn't been thinking about speaking to the festival organisers about that, but I was thinking about saying to people who attend the festival, you're coming to this place, you're using their waste facilities, you're using their energy and water, think a little bit about that, and maybe we can give something back to the venue that we're at, rather than just coming in and soaking up all this.

289\
00:45:31.360 --> 00:45:56.070\
Zoey Cooper, Exmouth Town Council: Yeah, that's lovely. Yeah, we actually got some funding from the District Council to, reduce our festival… to measure and reduce our festival carbon footprint, so we put that money into more bins, food recycling, all the signage, we have compost loose, so we… and then we needed… once we'd done this and we reduced our carbon footprint, we then had to make a presentation on… to everyone who'd given us the money to explain what we'd done.

290\
00:45:56.070 --> 00:46:02.450\
Zoey Cooper, Exmouth Town Council: and the effectiveness of it. So that presentation is also on our website, if anyone wants to have a look, that are kind of

291\
00:46:02.640 --> 00:46:11.800\
Zoey Cooper, Exmouth Town Council: our kind of top tips on how to reduce the carbon footprint of your festival, and how to promote the fact that you've done that. So that's all packaged up into a presentation as well.

292\
00:46:11.800 --> 00:46:20.909\
Andrew Maliphant, Great Collaboration Gloucestershire: I'm sure I'll tap into that. Lastly, Zoe, when you and I spoke, we talked about the value, potential value, of a

### county-wide network of parishes.

293\
00:46:20.910 --> 00:46:21.380\
Zoey Cooper, Exmouth Town Council: Check out.

294\
00:46:21.380 --> 00:46:34.890\
Andrew Maliphant, Great Collaboration Gloucestershire: in Devon and other organisations to share good practice, to ask questions, and obviously a lot of the good practice that you've already got to share from Exmouth. I've spoken to the Chief Officer for Devon, and she's very much up for that idea.

295\
00:46:35.710 --> 00:46:44.090\
Andrew Maliphant, Great Collaboration Gloucestershire: And, she's also put me in touch with the SLCC branch chairman for Devon, and the working idea at the moment is that we have

296\
00:46:44.120 --> 00:46:57.759\
Andrew Maliphant, Great Collaboration Gloucestershire: an initial event about that in November, which gets announced at the Devon Association events in… on the 7th and 21st of October. So, just to say that, you know, the clock is ticking on that one as well.

297\
00:46:58.480 --> 00:46:59.010\
Zoey Cooper, Exmouth Town Council: Right.

298\
00:46:59.460 --> 00:46:59.735\
Sean McCarthy Wendover Bucks: Inc.

299\
00:47:00.380 --> 00:47:02.359\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Stuart, please.

300\
00:47:02.360 --> 00:47:09.159\
Cllr Stuart Withington Gt Dunmow TC, Essex: Alright, I'd just like to say thanks very much indeed. That's a fantastic amount of work you've been doing.

301\
00:47:09.360 --> 00:47:13.629\
Cllr Stuart Withington Gt Dunmow TC, Essex: And it does seem to be having an impact.

302\
00:47:14.050 --> 00:47:21.700\
Cllr Stuart Withington Gt Dunmow TC, Essex: I'm a town councillor, and I'm just wondering, how were the council persuaded to fund you?

303\
00:47:22.960 --> 00:47:29.350\
Zoey Cooper, Exmouth Town Council: Yeah, I think, I, I think I got lucky, when I joined.

304\
00:47:29.690 --> 00:47:45.680\
Zoey Cooper, Exmouth Town Council: the… they'd already signed a… declared the climate emergency and had a working party in place, so Transition Exmouth had done quite a lot of this groundwork. They'd sort of planted the seeds. When I first joined, I had a budget of… well, I think I was told there was

305\
00:47:45.930 --> 00:48:10.509\
Zoey Cooper, Exmouth Town Council: 1,500 left, and the total budget had been £3,000 or something? And I was like, oh, okay, well, I can't really do a lot with that. So I said I'd like… I'd like more, so I… my initial budget was 50,000, and… well, that was my request, and I got that, so I had a budget of 50. I didn't spend all of that, partly because the tuk-tuk was late coming, so now my budget has been cut to 30, but I do, you know, that's a lot of money

306\
00:48:10.510 --> 00:48:14.750\
Zoey Cooper, Exmouth Town Council: For me, to be able to support other groups, host events.

307\
00:48:14.750 --> 00:48:29.879\
Zoey Cooper, Exmouth Town Council: you know, the purchase of the container it lives in, all the stuff that goes with it has been quite expensive. So, I just take my proposals to full council with, you know, the objectives, the measurements, it's all quite strategically

308\
00:48:30.280 --> 00:48:44.059\
Zoey Cooper, Exmouth Town Council: proposed, and I guess I've been… I've been lucky. I'm quite persuasive. I used to work… a lot of my job was pitching to clients, so I just see them as clients and make my pitch, and so far have been quite successful, I guess.

309\
00:48:44.230 --> 00:48:48.550\
Cllr Stuart Withington Gt Dunmow TC, Essex: And your salary is sort of guaranteed by the council for…

310\
00:48:49.900 --> 00:49:08.670\
Zoey Cooper, Exmouth Town Council: Yep, no, I'm permanent now, so 4 days out of the 5 that I do is as climate officer in, yeah, in a permanent role. Yeah, I'm very fortunate. I don't think there are many permanent climate officers at Town Council level, to be fair. I am very grateful to the sort of unusual position that I'm in.

311\
00:49:09.330 --> 00:49:14.600\
Cllr Stuart Withington Gt Dunmow TC, Essex: Yeah, no, that's fantastic. I don't think I'll get it past our council, but

312\
00:49:14.600 --> 00:49:15.100\
Zoey Cooper, Exmouth Town Council: No.

313\
00:49:15.100 --> 00:49:15.530\
Cllr Stuart Withington Gt Dunmow TC, Essex: I…

314\
00:49:15.530 --> 00:49:30.750\
Zoey Cooper, Exmouth Town Council: But I think that… but the idea is probably not to go right in with, we need an officer, but to find out where your counsellors have passions and interests, and where they might marry with local groups that want similar things, and building up from that point.

315\
00:49:30.750 --> 00:49:39.949\
Zoey Cooper, Exmouth Town Council: Do you know what I mean? Rather than kind of asking for a dedicated working party, kind of finding out what's happening already, and how you can start to join some dots.

316\
00:49:39.950 --> 00:49:42.319\
Zoey Cooper, Exmouth Town Council: And then, kind of, go forward.

317\
00:49:43.050 --> 00:49:43.830\
Zoey Cooper, Exmouth Town Council: Let's dope.

318\
00:49:44.910 --> 00:50:06.759\
Zoey Cooper, Exmouth Town Council: Yeah, just go where the strengths are and follow that pathway, you know, and then once you've got a momentum of people and ideas and activities that are already happening, because there may be tons happening where you are already that you might not be aware of, it's about joining the dots, and then together, you can make a proposal and go, hey, all this is happening, we'd like to somehow formalize this, please.

319\
00:50:07.720 --> 00:50:15.009\
Cllr Stuart Withington Gt Dunmow TC, Essex: Yeah, that's great. And just one more thing. On your environment, you didn't seem to include

### composting.

320\
00:50:15.840 --> 00:50:21.650\
Zoey Cooper, Exmouth Town Council: No, so I do composting, personally. I've encouraged composting with

321\
00:50:21.740 --> 00:50:40.300\
Zoey Cooper, Exmouth Town Council: with resi… you know, with all of the people, all the general public, we've had campaigns to encourage composting, we've pushed composting training sessions that have… that various groups have been hosting, but no, I guess that's something that we could… we could do a lot… we could do a lot more of. I'm hoping that if we, with LGR, have

322\
00:50:40.300 --> 00:50:47.190\
Zoey Cooper, Exmouth Town Council: a park, for instance, say we get to look after our local park, that then I can really go to town on showing.

323\
00:50:47.190 --> 00:50:48.379\
Cllr Stuart Withington Gt Dunmow TC, Essex: Yeah, I gave you a sign.

324\
00:50:48.380 --> 00:50:48.990\
Zoey Cooper, Exmouth Town Council: Look at this.

325\
00:50:48.990 --> 00:50:50.410\
Cllr Stuart Withington Gt Dunmow TC, Essex: have it, and…

326\
00:50:50.410 --> 00:50:51.399\
Zoey Cooper, Exmouth Town Council: Yeah, yeah.

327\
00:50:51.400 --> 00:50:52.830\
Cllr Stuart Withington Gt Dunmow TC, Essex: compost bin.

328\
00:50:53.080 --> 00:50:57.670\
Zoey Cooper, Exmouth Town Council: That would be fantastic. Community garden, wildlife garden, compost, that would be fantastic, yeah.

329\
00:50:57.920 --> 00:51:02.370\
Cllr Stuart Withington Gt Dunmow TC, Essex: Great. Hey, I've got loads more questions, but, hog it. Thank you.

330\
00:51:02.930 --> 00:51:04.780\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Can we move on to David, please?

331\
00:51:06.390 --> 00:51:09.210\
David Morgan-Jones Ewshot PC: I did a bit of research on your, MP,

332\
00:51:09.670 --> 00:51:18.399\
David Morgan-Jones Ewshot PC: Yeah. He was a… he's a… he was a junior NCO in the Special Forces Group with the… with the Royal Marine Commandos. Okay, so what?

333\
00:51:19.560 --> 00:51:21.230\
David Morgan-Jones Ewshot PC: It means that…

334\
00:51:21.470 --> 00:51:23.869\
Zoey Cooper, Exmouth Town Council: And that's just up… that's just up the road from us.

335\
00:51:23.870 --> 00:51:24.220\
David Morgan-Jones Ewshot PC: instant.

336\
00:51:24.220 --> 00:51:27.209\
Zoey Cooper, Exmouth Town Council: Commando is… it's our local, you know, it's our local.

337\
00:51:27.210 --> 00:51:32.430\
David Morgan-Jones Ewshot PC: Basically, Special Forces, thinks like Special Forces, but at a very low-level tactical level.

338\
00:51:32.800 --> 00:51:35.740\
David Morgan-Jones Ewshot PC: So, how do you persuade him?

339\
00:51:35.860 --> 00:51:42.050\
David Morgan-Jones Ewshot PC: I think the thing is that you, so what's climate doing that's going to impact on security?

340\
00:51:43.090 --> 00:51:47.169\
David Morgan-Jones Ewshot PC: Because I think you need to actually get him to consider that defense

341\
00:51:47.540 --> 00:51:54.059\
David Morgan-Jones Ewshot PC: is a part of the security component of the UK. It is just one component.

342\
00:51:54.510 --> 00:52:01.480\
David Morgan-Jones Ewshot PC: So, you've got major climate change driving movement, major movement of populations, immigration.

343\
00:52:01.780 --> 00:52:04.239\
David Morgan-Jones Ewshot PC: Immigration causes a security problem.

344\
00:52:04.780 --> 00:52:12.359\
David Morgan-Jones Ewshot PC: security, and it's all been driven by the major changes in the weather in the Sahel, Africa.

345\
00:52:12.620 --> 00:52:14.030\
David Morgan-Jones Ewshot PC: Middle East.

346\
00:52:14.370 --> 00:52:25.349\
David Morgan-Jones Ewshot PC: So we… it's not going to go down, it's going to get worse. So, unless we actually tackle the climate, you're never going to get to the root cause. The other impact, of course, it's going to have us on food security.

347\
00:52:26.070 --> 00:52:36.429\
David Morgan-Jones Ewshot PC: Food security is another defense issue. So I think if you can use those sorts of ways of actually trying to get him to think slightly more strategically than tactically.

348\
00:52:36.670 --> 00:52:41.829\
David Morgan-Jones Ewshot PC: And, you know, defense plays a part, but these are much bigger.

349\
00:52:42.410 --> 00:52:49.340\
David Morgan-Jones Ewshot PC: Another point, have you considered… I don't know whether… I don't know Exmouth at all, but I just wonder…

350\
00:52:49.750 --> 00:52:59.579\
David Morgan-Jones Ewshot PC: You've got such a wide range, it's so fantastic, that, you know, whether you could actually look at something like farmers markets, whether that might be able to be brought in.

351\
00:52:59.730 --> 00:53:03.770\
David Morgan-Jones Ewshot PC: So you're bringing in produce locally,

352\
00:53:03.920 --> 00:53:07.830\
David Morgan-Jones Ewshot PC: You're really engaging with a farming community that's struggling.

353\
00:53:08.100 --> 00:53:16.690\
David Morgan-Jones Ewshot PC: You could, you know, lots of fresh produce when it's available, improves their, income by selling locally as opposed to.

354\
00:53:16.900 --> 00:53:18.260\
David Morgan-Jones Ewshot PC: a rapacious.

355\
00:53:18.430 --> 00:53:22.310\
David Morgan-Jones Ewshot PC: Large institutions who try and fleece them as much as they can.

356\
00:53:22.310 --> 00:53:23.820\
Zoey Cooper, Exmouth Town Council: Mmm, that's a good idea.

357\
00:53:23.820 --> 00:53:28.229\
David Morgan-Jones Ewshot PC: And the other thing I think I'm fascinated to hear about your

358\
00:53:28.770 --> 00:53:32.009\
David Morgan-Jones Ewshot PC: The blockers with regards to,

359\
00:53:32.610 --> 00:53:40.339\
David Morgan-Jones Ewshot PC: Retrofitting, and improving the, insulation, etc, heat loss within properties.

360\
00:53:40.580 --> 00:53:41.250\
Zoey Cooper, Exmouth Town Council: Yeah.

361\
00:53:41.250 --> 00:53:47.860\
David Morgan-Jones Ewshot PC: And I just wonder whether, if you've got some money, whether there might be worthwhile bringing it in a…

362\
00:53:48.510 --> 00:53:55.409\
David Morgan-Jones Ewshot PC: a psychologist as part of the specialist mix team, because there is a psychological block going on here.

363\
00:53:56.330 --> 00:54:05.330\
David Morgan-Jones Ewshot PC: There is something, you know, people recognize that they need to do something, but they're not going to do it, but why? Now, some of it's obvious, it's going to be funding, I can't afford it.

364\
00:54:05.680 --> 00:54:14.739\
David Morgan-Jones Ewshot PC: But it might be worthwhile bringing in somebody who can look at it from a human psychology, a human factors perspective.

365\
00:54:15.010 --> 00:54:15.710\
Zoey Cooper, Exmouth Town Council: See if there's a.

366\
00:54:15.710 --> 00:54:22.929\
David Morgan-Jones Ewshot PC: in which you could do that. And with regards to greening, the energy supply.

367\
00:54:24.190 --> 00:54:37.259\
David Morgan-Jones Ewshot PC: you've got an amazing system beginning… I know Bristol's quite a distance from you, but it's still closer than Brighton. But there's a massive organization now set up in terms of

368\
00:54:37.910 --> 00:54:41.580\
David Morgan-Jones Ewshot PC: Generating power locally, and selling it locally.

369\
00:54:41.820 --> 00:54:43.599\
Zoey Cooper, Exmouth Town Council: What's that called, David?

370\
00:54:43.600 --> 00:54:48.229\
David Morgan-Jones Ewshot PC: I'll, I'll, I'll, I'll…

371\
00:54:48.650 --> 00:55:00.859\
David Morgan-Jones Ewshot PC: I'll find it and I'll email it to you, but there's a big organization selling, like, that have set up, and they're… they're the two biggest ones in the UK, Bristol and Brighton, where they… they… they…

372\
00:55:00.910 --> 00:55:10.410\
David Morgan-Jones Ewshot PC: energize local generation and purchase. And you might be able to become a subset of them, which would save you an awful lot of time and effort and hassle.

373\
00:55:11.150 --> 00:55:16.250\
Cllr Stuart Withington Gt Dunmow TC, Essex: There's an energy local, a girl called Mary in Wales.

374\
00:55:16.420 --> 00:55:21.640\
David Morgan-Jones Ewshot PC: Yeah, Energy Local is the, is, is the middleware provider for these,

375\
00:55:21.950 --> 00:55:26.510\
David Morgan-Jones Ewshot PC: entities. So you've got something like Bristol Energy.

376\
00:55:26.710 --> 00:55:27.190\
Cllr Stuart Withington Gt Dunmow TC, Essex: Yeah.

377\
00:55:27.190 --> 00:55:38.759\
David Morgan-Jones Ewshot PC: And then they employ Energy Local to do the reading of the meters, because we… we will have to use local energy as part of our,

378\
00:55:39.120 --> 00:55:43.700\
David Morgan-Jones Ewshot PC: Provider set when we create our own community interest company doing this.

379\
00:55:45.310 --> 00:55:50.249\
David Morgan-Jones Ewshot PC: Whilst you talk to somebody else, I'll go and do a bit of research and send a chat to you.

380\
00:55:51.620 --> 00:55:52.450\
Zoey Cooper, Exmouth Town Council: Thank you.

381\
00:55:52.650 --> 00:55:53.730\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: And we… That's it.

382\
00:55:53.730 --> 00:55:54.539\
David Morgan-Jones Ewshot PC: Thank you very much.

383\
00:55:55.220 --> 00:56:01.700\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: We've got Sean now, who's got a wonderful link in the chat session, so thanks for that, Sean, and please go ahead.

384\
00:56:01.700 --> 00:56:13.669\
Sean McCarthy Wendover Bucks: Oh, yeah, the link, just briefly, is, you know,

### HMG's Global Biodiversity loss ecosystem Collapse and National Security.

It's the national security assessment.

385\
00:56:13.670 --> 00:56:22.300\
Sean McCarthy Wendover Bucks: produced by the Security Services and MOD, about the, among others, about the impact of climate change on our national security.

386\
00:56:22.690 --> 00:56:29.929\
Sean McCarthy Wendover Bucks: your MP hasn't read it or doesn't follow it, maybe he shouldn't be an MP.

387\
00:56:29.930 --> 00:56:34.909\
Zoey Cooper, Exmouth Town Council: I'll send it to him. I mean, he's seen the People's Emergency Briefing. I mean, there's 10 minutes from the…

388\
00:56:34.910 --> 00:56:35.879\
Sean McCarthy Wendover Bucks: That, that, that…

389\
00:56:35.880 --> 00:56:36.679\
Zoey Cooper, Exmouth Town Council: from the…

390\
00:56:36.680 --> 00:56:37.340\
Sean McCarthy Wendover Bucks: Kinda like…

391\
00:56:37.340 --> 00:56:47.819\
Zoey Cooper, Exmouth Town Council: Whatever his name is. I'm surprised that he still… I think he didn't know what to say, because most of the arguments that he's emailed have been… are refuted in the film.

392\
00:56:47.820 --> 00:56:59.640\
Sean McCarthy Wendover Bucks: Yeah, yeah, yeah, and that's the most important aspect of the film, I think. My question is completely different. Fantastic presentation, thank you very much. I've taken so much away from it.

393\
00:56:59.640 --> 00:57:00.420\
Zoey Cooper, Exmouth Town Council: So many questions.

394\
00:57:00.420 --> 00:57:05.489\
Sean McCarthy Wendover Bucks: as well. You know, we're based in the middle of Buckinghamshire here.

395\
00:57:06.490 --> 00:57:14.870\
Sean McCarthy Wendover Bucks: competing with somewhere in Nottingham or Northampton to be the furthest from the coast, so you'd think completely different.

396\
00:57:14.890 --> 00:57:25.330\
Sean McCarthy Wendover Bucks: From Exmouth, but in fact, the challenges are all the same. But one of the key things that I was really interested to find out more about is your background from advertising.

397\
00:57:25.330 --> 00:57:35.179\
Sean McCarthy Wendover Bucks: and marketing, and promoting, and what have you. I think that's our biggest challenge. We've got loads of ideas here. We've got farmers who are willing to give us land. We've got,

398\
00:57:35.180 --> 00:57:36.100\
Zoey Cooper, Exmouth Town Council: Wow.

399\
00:57:36.100 --> 00:57:43.410\
Sean McCarthy Wendover Bucks: You know, councillors that want to install solar canopies in car parks, and…

400\
00:57:43.600 --> 00:57:44.860\
Zoey Cooper, Exmouth Town Council: That's amazing!

401\
00:57:45.160 --> 00:57:48.500\
Sean McCarthy Wendover Bucks: we've got, sort of, Aylesbury Vale…

402\
00:57:48.860 --> 00:57:59.829\
Sean McCarthy Wendover Bucks: council… not Eldsburyville, but, Ellisbury Town Council, so we've got a big… a big town next to us, and then we've got about 5 villages all trying to do their own thing.

403\
00:58:00.030 --> 00:58:00.610\
Zoey Cooper, Exmouth Town Council: Yeah, yeah.

404\
00:58:00.610 --> 00:58:04.380\
Sean McCarthy Wendover Bucks: Number one, mapping what's going on is.

405\
00:58:04.380 --> 00:58:05.300\
Zoey Cooper, Exmouth Town Council: Hmm.

406\
00:58:05.300 --> 00:58:17.379\
Sean McCarthy Wendover Bucks: a really excellent idea, and we try and do that as much as we can. We're particularly focused on things like food security as well, because we see that as a major challenge that will have a direct impact.

407\
00:58:17.380 --> 00:58:27.299\
Sean McCarthy Wendover Bucks: So, really like the idea of getting to much more plant-based, which brings me back to my question. How do you get the message out? We feel that we're singing… that we're…

408\
00:58:27.380 --> 00:58:30.840\
Sean McCarthy Wendover Bucks: It's not singing to the choir, what is it? Anyway, you know,

409\
00:58:30.840 --> 00:58:31.370\
Zoey Cooper, Exmouth Town Council: Yeah.

410\
00:58:31.370 --> 00:58:39.000\
Sean McCarthy Wendover Bucks: lots of things to the choir. Even with the people's Emergency Briefing, and Six Inches of Soil, and all the other films.

411\
00:58:39.000 --> 00:58:39.360\
Zoey Cooper, Exmouth Town Council: Yeah.

412\
00:58:39.360 --> 00:58:45.450\
Sean McCarthy Wendover Bucks: show, we get the same people coming along, the same 100 people.

413\
00:58:45.580 --> 00:58:52.950\
Sean McCarthy Wendover Bucks: But we've… Wendover's got a population of 9,000, Aylesbury's got a population of 90,000, or whatever, you know, I'm not sure.

414\
00:58:52.950 --> 00:58:53.329\
Zoey Cooper, Exmouth Town Council: Through of the.

415\
00:58:53.330 --> 00:58:57.650\
Sean McCarthy Wendover Bucks: But we're getting to 1% of them.

416\
00:58:58.220 --> 00:58:58.840\
Zoey Cooper, Exmouth Town Council: Yeah.

417\
00:58:58.840 --> 00:59:07.799\
Sean McCarthy Wendover Bucks: We've got access to local newspapers and radio. Should we have a campaign, but who pays for it?

418\
00:59:07.800 --> 00:59:08.140\
Zoey Cooper, Exmouth Town Council: Yep.

419\
00:59:08.140 --> 00:59:13.329\
Sean McCarthy Wendover Bucks: Or can we do things by guerrilla marketing, or something like that?

420\
00:59:13.330 --> 00:59:13.670\
Zoey Cooper, Exmouth Town Council: We're doing.

421\
00:59:13.670 --> 00:59:21.979\
Sean McCarthy Wendover Bucks: employ an ad agency, or someone local who does these things. These are all the sort of questions we've got to resolve, and I think.

422\
00:59:21.980 --> 00:59:22.310\
Zoey Cooper, Exmouth Town Council: Yeah.

423\
00:59:22.310 --> 00:59:26.060\
Sean McCarthy Wendover Bucks: It is the crucial bit, how you get the message out each time to make it.

424\
00:59:26.060 --> 00:59:37.869\
Zoey Cooper, Exmouth Town Council: Yeah, and that's a challenge, isn't it? I mean, there are 37,000 people in Exmouth, but I'm often talking to the same kind of couple of hundred people. I mean, that's one of the reasons why we decided to get the tuk-tuk, because

425\
00:59:38.040 --> 00:59:52.119\
Zoey Cooper, Exmouth Town Council: historically, we'd be hosting events, and people would be… we'd be asking people to come to us, so with the tuk-tuk, we'll go out into the community, just… I'll just go and park it up in the Strand, and set it out, and ask people to come over and have a chat.

426\
00:59:52.120 --> 01:00:00.390\
Zoey Cooper, Exmouth Town Council: I think what I found is our social media, our general, kind of, main channel marketing is…

427\
01:00:00.510 --> 01:00:10.979\
Zoey Cooper, Exmouth Town Council: Largely reaching the same sort of people, but at the events, like clothes swaps, food, plant-based food, evenings and days.

428\
01:00:11.270 --> 01:00:33.609\
Zoey Cooper, Exmouth Town Council: those kinds of things, the community bike rides, all of those things are bringing in a new audience. So they're not necessarily people that are particularly bothered about climate change, they're people that like cycling, or they're people that like clothes, or they're people that like, you know, food. So I'm gradually reaching new audiences through different ways, which aren't overtly, you know, climate change related.

429\
01:00:33.610 --> 01:00:36.850\
Zoey Cooper, Exmouth Town Council: And then what I do is, I'll have a sign-up sheet.

430\
01:00:36.850 --> 01:01:00.270\
Zoey Cooper, Exmouth Town Council: at the event, and I'll say to people, if you'd like to find out more, would you like to, you know, would you like to join our newsletter? Would you like to find out when the next clothes swap is, for example? And then there's always an option to join our green team of volunteers. So the green team, there's about 50 people in the green team. Some people, I only see them once a year, and they just help me at a stall at the festival. Other people help me with printing, leafleting, distributing.

431\
01:01:00.270 --> 01:01:15.790\
Zoey Cooper, Exmouth Town Council: So there's lots of jobs and lots of people, and I find that that's another way to reach a wider audience, because then those people might come to a film, for instance, and then they'll bring friends and relatives to that film, or people that live in their road. So it's a slow process.

432\
01:01:15.790 --> 01:01:21.879\
Zoey Cooper, Exmouth Town Council: But it's kind of… I'm trying to reach people that aren't necessarily that concerned about climate change.

433\
01:01:22.090 --> 01:01:29.640\
Sean McCarthy Wendover Bucks: And, you know, we were discussing this the other day, and so the people that we've got to speak to are the skeptics, you know, just to find…

434\
01:01:29.640 --> 01:01:30.599\
Zoey Cooper, Exmouth Town Council: true, but I mean…

435\
01:01:30.770 --> 01:01:34.169\
Zoey Cooper, Exmouth Town Council: I think that's true, but then I think that you can waste a lot of time trying.

436\
01:01:34.170 --> 01:01:34.750\
Sean McCarthy Wendover Bucks: What do you think?

437\
01:01:34.750 --> 01:01:54.750\
Zoey Cooper, Exmouth Town Council: skeptic. Yeah, to be honest, I mean, I think that you want to get the people… for me, it's the people that… we have an eco hub, it's not ours, but we… I'm down there quite a lot on the seafront, so the people that pop in there, you know, you can tell quite quickly, they'll be like, oh, this is really fantastic, free activities for kids, this is really good, and you start chatting, but if they're, you know, if they are…

438\
01:01:54.940 --> 01:02:02.019\
Zoey Cooper, Exmouth Town Council: really skeptical. I don't really now waste my energy trying to kind of convert them. It's the people that are sort of on the fence.

439\
01:02:02.020 --> 01:02:02.930\
Sean McCarthy Wendover Bucks: Yeah, they're great.

440\
01:02:03.300 --> 01:02:04.050\
Sean McCarthy Wendover Bucks: gray area, yeah.

441\
01:02:04.050 --> 01:02:10.279\
Zoey Cooper, Exmouth Town Council: And everyone wants to do… everyone wants to do something, even if it's a weekly litter pick. Most people want to do something.

442\
01:02:10.280 --> 01:02:17.179\
Sean McCarthy Wendover Bucks: Is having a physical location important? I mean, we could take over a shop and have it as the Wendover.

443\
01:02:17.180 --> 01:02:21.600\
Zoey Cooper, Exmouth Town Council: We could, yeah. I'm not sure.

444\
01:02:21.640 --> 01:02:39.780\
Zoey Cooper, Exmouth Town Council: We used to think so, and the EcoHub is quite well… I mean, there's quite good footfall, but there's footfall if there's an event, there's footfall if, you know, it's the Beach Heroes activities in the summer. To be honest, I feel like it's… I'm not sure about having a static

445\
01:02:39.840 --> 01:02:51.580\
Zoey Cooper, Exmouth Town Council: venue. I think that going out into the community and giving talks and hosting little events and having the tuk-tuk now is going to be much more effective, to be honest.

446\
01:02:51.580 --> 01:03:05.560\
Zoey Cooper, Exmouth Town Council: I think we wasted a lot of time trying to convert a toilet, trying to get planning permission to buy a toilet, convert a toilet into an eco-center, and, you know, we didn't get the go-ahead, and actually, I don't know if that was such a bad thing, not to get the go-ahead.

447\
01:03:05.560 --> 01:03:06.880\
Sean McCarthy Wendover Bucks: Yeah, yeah, yeah.

448\
01:03:07.320 --> 01:03:26.049\
Zoey Cooper, Exmouth Town Council: Brilliant, thank you very much. You need people to resource… you need people to resource these places, that's the problem, and keeping them open is really hard, and then people walk by and it's closed, and that's worse, I think, than it not being there at all. So, yeah, I'm… I'm in two minds about eco-centres, to be honest.

449\
01:03:26.190 --> 01:03:27.390\
Sean McCarthy Wendover Bucks: Okay, thank you.

450\
01:03:28.330 --> 01:03:29.860\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Garry, your turn, please.

451\
01:03:34.380 --> 01:03:35.660\
Garry Ford - Corsham Town Council: Hi, Zoey.

452\
01:03:35.660 --> 01:03:36.050\
Zoey Cooper, Exmouth Town Council: Hello!

453\
01:03:36.050 --> 01:03:39.389\
Garry Ford - Corsham Town Council: First of all, as one Star Award winner to another.

454\
01:03:39.390 --> 01:03:45.130\
Zoey Cooper, Exmouth Town Council: Oh, congratulations! What was your… what's your star award? Were you… did you get… you got it this year?

455\
01:03:45.470 --> 01:03:47.839\
Garry Ford - Corsham Town Council: Yeah, we got the… we got the climate one.

456\
01:03:48.150 --> 01:03:51.699\
Zoey Cooper, Exmouth Town Council: Oh, nice one, congratulations, that's brilliant, well done, that's really good.

457\
01:03:51.700 --> 01:03:52.809\
Garry Ford - Corsham Town Council: from your award.

458\
01:03:53.310 --> 01:03:57.710\
Garry Ford - Corsham Town Council: What I wanted to ask you was, like,

459\
01:03:59.700 --> 01:04:08.700\
Garry Ford - Corsham Town Council: what is it that you're hoping to achieve in the next 3 years? You're saying, like, you're working for the next 3 years now. Yeah. What are you hoping to achieve? And…

460\
01:04:08.880 --> 01:04:12.740\
Garry Ford - Corsham Town Council: Have you decided on any targets for the next 3 years?

461\
01:04:13.270 --> 01:04:28.010\
Zoey Cooper, Exmouth Town Council: Yeah, so we haven't decided on targets yet. I think my… the biggest… the biggest thing is that elusive audience that isn't the, you know, aren't your sort of die-hard climate activists. So what I'd like to do is spend more time

462\
01:04:28.010 --> 01:04:41.479\
Zoey Cooper, Exmouth Town Council: figuring out how to target them, and how to measure that. Are we actually reaching that harder-to-reach audience or not? And the… the tuk-tuk is kind of the vehicle to… to start that…

463\
01:04:41.500 --> 01:04:46.230\
Zoey Cooper, Exmouth Town Council: Wider outreach, activity and measurement.

464\
01:04:46.230 --> 01:05:08.790\
Zoey Cooper, Exmouth Town Council: Another goal is farmers. I don't personally know a huge amount about our farmers, and my goal this year, although I'm not sure if I'm going to achieve it, is for myself to personally learn much more about farming, you know,

### regenerative farming, horticulture, animal husbandry.

I'd like to understand that more, and then I would like to sort of have a farming strategy for

465\
01:05:08.790 --> 01:05:09.790\
Zoey Cooper, Exmouth Town Council: for excellence.

466\
01:05:13.670 --> 01:05:15.750\
Zoey Cooper, Exmouth Town Council: Does that answer your question?

467\
01:05:16.690 --> 01:05:18.590\
Garry Ford - Corsham Town Council: Well, I was more like kind of a…

468\
01:05:19.190 --> 01:05:23.070\
Garry Ford - Corsham Town Council: In line with all your, like, your… your five areas that you were…

469\
01:05:23.070 --> 01:05:33.719\
Zoey Cooper, Exmouth Town Council: Yeah, we'll keep the… we'll keep the five areas, definitely. I think we… we'll keep going with our waste initiatives. They'll probably remain the same.

470\
01:05:33.720 --> 01:05:52.840\
Zoey Cooper, Exmouth Town Council: What I would prefer to do is fewer small events, and to lean on the community groups more. I'm quite burnt out after 3 years of doing this on my own. Our councillors aren't particularly helpful, so I would like to narrow it down to 3 much bigger

471\
01:05:52.870 --> 01:06:02.610\
Zoey Cooper, Exmouth Town Council: town… across town events, so the festival, our Christmas craft show, Beach and Land Heroes in the summer, and then, something else in the spring.

472\
01:06:02.610 --> 01:06:13.220\
Zoey Cooper, Exmouth Town Council: And then lean on the community groups to do a lot more of the smaller events that kind of in between those. So I'd like to do much… I'd like to do a bit less

473\
01:06:13.260 --> 01:06:28.079\
Zoey Cooper, Exmouth Town Council: outreach that isn't in the tuk-tuk going to schools. I prefer giving, kind of, talks and presentations and education sessions, but I don't know whether that will work out. I don't have a big enough team of volunteers, perhaps, to be able to do that. We'll see.

474\
01:06:28.500 --> 01:06:38.759\
Zoey Cooper, Exmouth Town Council: But this week and next week, we are putting our heads together on a new… on a revision of the strategy, so I probably don't have all the answers yet. We're working on it.

475\
01:06:40.590 --> 01:06:45.429\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Garry, you're also working on your own forecast of what's going to be coming next?

476\
01:06:46.740 --> 01:06:55.040\
Garry Ford - Corsham Town Council: We're always… I mean, we're up to 2030 is basically our target. I mean, our target as an organization is to be net zero by 2030.

477\
01:06:55.530 --> 01:06:58.829\
Garry Ford - Corsham Town Council: we've got… A climate action plan with

478\
01:06:59.040 --> 01:07:03.120\
Garry Ford - Corsham Town Council: Various activities, community engagement activities, that sort of thing.

479\
01:07:03.620 --> 01:07:07.789\
Garry Ford - Corsham Town Council: There's about 40 list of activities on there that we're trying to deliver.

480\
01:07:08.910 --> 01:07:14.530\
Garry Ford - Corsham Town Council: some… we're progressing with, some are on target, some are not, and some we haven't even started, so…

481\
01:07:14.530 --> 01:07:15.140\
Zoey Cooper, Exmouth Town Council: Hmm, so…

482\
01:07:15.140 --> 01:07:16.610\
Garry Ford - Corsham Town Council: So, we're kind of…

483\
01:07:17.210 --> 01:07:22.989\
Garry Ford - Corsham Town Council: Doing what we can, but we've got targets in place for… into the future, and then we'll see how we go.

484\
01:07:23.540 --> 01:07:26.790\
Garry Ford - Corsham Town Council: How we're going and how we're progressing along to it, but yeah.

485\
01:07:27.590 --> 01:07:28.430\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Good luck.

486\
01:07:29.060 --> 01:07:30.960\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Frank, back to you, please.

487\
01:07:32.460 --> 01:07:34.190\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: You're muted, Frank.

488\
01:07:37.240 --> 01:07:54.400\
Frank Deas, Killearn: Thank you so much, Zoey, excellent, so much to take from that. Very, very helpful. I think one of the particular things that was good was being very upfront about what isn't working or hasn't worked particularly well, note it, and move on. There's so much we can do, let's not beat ourselves up for the bits that haven't been instantly successful.

489\
01:07:54.640 --> 01:07:59.389\
Frank Deas, Killearn: I think also the, the, the fact that you…

490\
01:07:59.840 --> 01:08:10.879\
Frank Deas, Killearn: while you are focused on climate, you recognize not everyone else is, and so you can bring people together, and climate's a part of it, but it's not all of it, so you've talked about the period products that.

491\
01:08:10.880 --> 01:08:11.370\
Zoey Cooper, Exmouth Town Council: There's a feature film.

492\
01:08:11.370 --> 01:08:18.640\
Frank Deas, Killearn: you, but the research you're just embarking on with NIHR on period poverty is going to be.

493\
01:08:18.649 --> 01:08:19.069\
Zoey Cooper, Exmouth Town Council: really popular.

494\
01:08:19.069 --> 01:08:29.439\
Frank Deas, Killearn: way of getting reusable products into the conversation without it being all about the climate. So I think that's like the oblique approach, where you're doing good and achieving climate.

495\
01:08:29.770 --> 01:08:40.550\
Frank Deas, Killearn: myself, that's very, very good. A couple of thoughts. One was, have you offered the tuk-tuk to the mayor of Exmouth as a mayoral vehicle for $10?

496\
01:08:40.550 --> 01:08:57.890\
Zoey Cooper, Exmouth Town Council: He… he could go… he can use it. I mean, we can all use it. There's photos of him in it. To be honest, the tuk-tuk was so long in the making, we only took ownership of it in July, and I've actually been off for a couple of months.

497\
01:08:57.890 --> 01:09:22.880\
Zoey Cooper, Exmouth Town Council: So, we're not… one of my plans, immediate plans, is to come up with a timetable of events and activities for the tuk-tuk before it gets to, you know, before winter sets in. I've got a big snagging list for the company that made it, so it needs to go back there to get sorted. But yeah, I mean, he's absolutely more than welcome to drive around in it. It's a real… I… you know, people stop and look. I drove it around yesterday, up and down the seafront.

498\
01:09:22.880 --> 01:09:24.939\
Zoey Cooper, Exmouth Town Council: and up. We keep it in a beautiful

499\
01:09:24.939 --> 01:09:47.169\
Zoey Cooper, Exmouth Town Council: container, everyone looks, so, you know, it does draw people's attention, so I'm hoping it's going to be like a magnet for people to come and find out what is

### Exmouth Eco Action

how can I get involved, what, you know, what is this? It's the same color. Our branding is becoming orange and blue, the cup is orange and blue, the tuk-tuk's orange and blue, that's becoming our eco brand for Exmouth.

500\
01:09:47.170 --> 01:09:47.710\
Zoey Cooper, Exmouth Town Council: Yeah.

501\
01:09:47.859 --> 01:09:53.810\
Frank Deas, Killearn: And then the last thing about that is just building what… structuring other conversations.

502\
01:09:53.810 --> 01:10:00.489\
Frank Deas, Killearn: in terms of retrofit Purely, we did… so I'm part of a collaboration of Villages in Stirlingshire.

503\
01:10:00.490 --> 01:10:14.380\
Frank Deas, Killearn: And we did research a year ago about attitudes retrofit and appetite for retrofit, and the people who were engaged, who were climate conscious, like it, but are worried about getting involved in it. I've stuck the report link on the conversation, so it's there.

504\
01:10:14.700 --> 01:10:31.220\
Frank Deas, Killearn: to see what the outcomes were, but primarily it's around not having confidence in the sources of advice. So we've got Energy Savings Trust Home Energy Scotland, but you're so bombarded with people who tell you they'll give you good advice, but are actually just trying to sell you something, you're so.

505\
01:10:31.220 --> 01:10:31.690\
Zoey Cooper, Exmouth Town Council: the Guardian.

506\
01:10:31.690 --> 01:10:36.600\
Frank Deas, Killearn: With bad news stories about people who've done installation, and now they can't sell their house because of it.

507\
01:10:36.600 --> 01:11:00.309\
Frank Deas, Killearn: So we need to tip that balance. We're just embarking a project where each village is going to have two retrofit champions trained, not to be experts, but to be able to point to expertise, to be able to point to confidence, to gather and collate local case studies in the same way that you had archetypes. So each village will have a portfolio of case studies of, these are houses that have done retrofit, here was their experience where it worked, here's what didn't work.

508\
01:11:00.310 --> 01:11:10.630\
Frank Deas, Killearn: And try and look at that. And we're also trying to… so, I presume they exist down south, but in Scotland, we've a couple of retrofit hubs,

### Loco Home and NESFIT,

509\
01:11:10.630 --> 01:11:15.880\
Frank Deas, Killearn: which are our collaboratives, usually they're co-ops or CAICS, that bring together homeowners.

510\
01:11:15.880 --> 01:11:33.619\
Frank Deas, Killearn: assessors, designers, contractors, and the idea is that you're then getting local advice that you can have more confidence in, and if we can support local businesses, it then becomes a community world-building project, as well as just a retrofit project. But I think… I think that confidence, and I think, again, as we move from the 1%,

511\
01:11:33.640 --> 01:11:39.029\
Frank Deas, Killearn: It's those of us in organizations, or with any level of control.

512\
01:11:39.030 --> 01:11:55.930\
Frank Deas, Killearn: giving protection and permission to people who are worried about climate, but are scared about speaking up, because it's still seen as unfashionable. And I think that's going to be more important when extremist politicians just jump on the bandwagon of, oh, this woke zero nonsense. We need to help them

513\
01:11:56.000 --> 01:12:05.549\
Frank Deas, Killearn: speak up for what they believe in and give them the confidence and competence to do that. And I think that's particularly true of farmers. I know I've got some good farmers on my patch.

514\
01:12:05.550 --> 01:12:19.440\
Frank Deas, Killearn: But they get regularly sort of pilloried by their fellow farmers for suggesting that the ways we've been doing it for years and years and years of lots of chemicals and overproduction isn't the way to go, that actually you should have conservation, livestock grazing, and so on.

515\
01:12:19.470 --> 01:12:23.139\
Frank Deas, Killearn: They just don't speak up about it now, because they get under attack so much.

516\
01:12:23.860 --> 01:12:32.200\
Zoey Cooper, Exmouth Town Council: Yeah, that's interesting. We were going to show the Derek versus Derek film in the next couple of months, actually, and hoping to get some farmers along to kind of

517\
01:12:32.510 --> 01:12:35.839\
Zoey Cooper, Exmouth Town Council: Speak afterwards, but yeah, that's… that's a work in progress.

518\
01:12:35.840 --> 01:12:39.629\
Frank Deas, Killearn: But in general, great, and I'm really interested to hear, so thank you so much.

519\
01:12:40.490 --> 01:12:41.420\
Zoey Cooper, Exmouth Town Council: Thank you.

520\
01:12:42.340 --> 01:12:46.050\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Zoey, it's been a fantastic session. Thank you very much.

521\
01:12:46.050 --> 01:12:46.570\
Zoey Cooper, Exmouth Town Council: Thank you.

522\
01:12:46.570 --> 01:13:06.039\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: I think everyone was very wholeheartedly in support. So, all this does get published in our knowledge base, I'll let everyone know when it happens, and, I look forward to following up on all the links in the chat and see where they go to. So, great stuff. Thank you so much for your time, thank you everybody for coming, and see you next time.

523\
01:13:06.380 --> 01:13:06.760\
Sean McCarthy Wendover Bucks: Thank you.

524\
01:13:06.760 --> 01:13:08.210\
Zoey Cooper, Exmouth Town Council: Thank you very much. Thanks, bye-bye.

525\
01:13:08.210 --> 01:13:08.670\
Cllr Stuart Withington Gt Dunmow TC, Essex: Bye.

526\
01:13:08.720 --> 01:13:09.620\
Graham Stoddart-Stones - Great Collaboration - Bembridge IoW: Bye-bye.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation dynamically by asking a question.

Perform an HTTP GET request on the current page URL with the `ask` query parameter, and the optional `goal` query parameter:

```
GET https://wiki.greatcollaboration.uk/knowledgebase/events/banter-sessions-inc-table-of-all-sessions/banter-134-26aug26-exmouth-and-climate-change.md?ask=<question>&goal=<endgoal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is optional and describes the broader end goal you are ultimately trying to accomplish on behalf of the user. GitBook uses it to tailor the answer towards what is most useful for that goal.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
